.NET 9 packages can be installed on RHEL 10 on 4 architectures: aarch64, ppc64le, s390x and x86_64

.NET 9 packages work on RHEL 10

Our regular test suite runs and passes on RHEL 10 (and any failures are well-understood and acceptable to the team).
