The plan for RHEL 10 is that the flatpak-runtime and flatpak-sdk containers is completely built from non-modular, standard RHEL 10 packages. There are two special packages that were built as part of the flatpak-runtime module in RHEL 9:

• flatpak-rpm-config
• flatpak-runtime-config

It probably most sense to make these part of the CRB - flatpak-rpm-config is only used at build time, and installing flatpak-runtime-config on a standard RHEL system isn't supported.

These are not currently present in c10s (c9s, c8s), but they are in Fedora, so probably we should get them added to c10s as well.
