langpacks: IMEs should not condition on xorg-x11-server-Xorg

      In current langpacks (also Fedora) ibus IMEs are pulled in conditionally if xorg-x11-server-Xorg is installed.  However in RHEL10 (and also planned for Fedora Workstation 41) xorg-x11-server-Xorg will no longer be available (installed by default, respectively), so these rich deps will no longer work.

      So we should find a different display package to condition on.

      xorg-x11-server-Xwayland is probably a good candidate?

      Actually I think we should do it like this: `if (xorg-x11-server-Xwayland or xorg-x11-server-Xorg)` in both Fedora and RHEL10 so that other desktops would continue to work, eg from EPEL10.
