ostree sometimes fails to set fs-verity on some objects

      There is a bug in the current ostree (2024.5) where it sometimes (randomly, depending on file ordering in the image) doesn't enable fs-verity on files in the image, which causes problems for the automotive project.  We would like to have a fix for this in 9.4 (as this is the current target for automotive) either by bumping to the 2024.6 release (which will have the fixes), or by backporting the required fixes:
