      Steps to reproduce

      using the loopback device to insert an opx.iso and trigger cloud-init with:

      modprobe loop
      losetup /dev/loop0 /media/opx.iso
      ln -s /dev/loop0 /dev/sr0
      cloud-init init && cloud-init modules -m config && cloud-init modules -m final

      Expected results

      cloud-init will finish successfully

      Actual results
