Given a system with multiple VNICs attached, where the primary VNIC is untagged and secondary VNICs are tagged with VLAN IDs,

When nm-cloud-setup is executed with the appropriate configuration,

Then nm-cloud-setup should create VLAN interfaces for secondary VNICs and configure their IP addresses.

Definition of Done:

The implementation meets the acceptance criteria

Integration tests are written and pass

The code is part of a downstream build attached to an errata

Documentation and release note text is updated with this new feature

nm-cloud-setup needs to support creating VLANs for secondary VNICs based on the OCI requirements. This feature is required because traffic for their secondary VNICs reach the host tagged with 802.1q. The primary VNIC traffic arrives unlabeled while other VNIC must be labeled to differentiate it from the primary VNIC traffic.

Currently, Oracle is using a script `secondary_vnic_all_configure.sh`[1] which handles this by creating MACVLAN and VLAN interfaces for secondary VNICs.
