Remove cloud-init dependency on obsolete gdisk

      Goal

      • gdisk has been obsolete for some time and fdisk can consistently handle GPT partitions these days.  As part of the goal to reduce the number of parallel implementations of core features we'd like to drop gdisk dependencies where possible.

      Acceptance Criteria.

      • cloud-init dependency dropped upstream
      • cs10/RHEL10 rebased to new upstream
      • Verify cloud-init
