Goal

As a developer, I want to disable the NM connectivity check in the integration tests, so that the testing host is not fragile enough to get penalty metric of the configured routes. 

Acceptance Criteria

Given a system is running the nmstate integration tests, when the NM connectivity check is disabled, then the testing routes and configured routes are not risky in getting penalty metric because of the limited connectivity.
