freeradius doesn't start due to openssl conflict

      What were you trying to do that didn't work?

      Start freeradius (radiusd)

      Please provide the package NVR for which bug is seen:

      1. rpm -q freeradius
        freeradius-3.0.21-39.el9.x86_64

        How reproducible:

      1. radiusd -s -xx -l output -f
      1. cat output

      libssl version mismatch.  built: 30000070 linked: 30200010

      Actual results

      Radiusd should have started. It seems that there is a code dependency on a specific openssl version. Either this dependency is removed, or the same dependency is introduced on the rpm level.
