Goal

• I want customers to be able to use core scheduling which is in the RHEL kernel starting with 10.0. 
• The coresched utiliity is being added to upstream util-linux with https://github.com/util-linux/util-linux/pull/2990

Acceptance Criteria

• The utility builds and works and is included (maybe in GA?).

The upstream work for this is being tracked in https://issues.redhat.com/browse/RHELMISC-2943
