Run FreeRADIUS on centos stream 9.

Please provide the package NVR for which bug is seen:

freeradius-3.0.21-39.el9.x86_64

openssl-libs-3.2.1-1.el9.x86_64

How reproducible:

Every time

Steps to reproduce

1. Fresh CentOS Stream 9 install

1. dnf install freeradius
2. /usr/sbin/radiusd -X

Expected results

FreeRADIUS is running

Actual results

exits with "libssl version mismatch. build: 30000070 linked: 30200010"
