What were you trying to do that didn't work?

Deploy dovecot in quay.io/centos/centos:stream8 podman container but it fails with System is booting up. Unprivileged users are not permitted to log in yet. Please come back later. For technical details, see pam_nologin(8).

It fails because /run/nologin exisist in centos:stream8 container image. I think that this is a bug.

Please provide the package NVR for which bug is seen:

$ podman run -it centos:stream8 ls -l /run/nologin

Expected results

ls: cannot access '/run/nologin': No such file or directory
