What were you trying to do that didn't work?

[Machines] There is no "Changes pending" after changing the cpu type to "host-model" on aarch64

Please provide the package NVR for which bug is seen:

      cockpit-machines-308-1.el9.noarch

      cockpit-311.1-1.el9.aarch64

      libvirt-dbus-1.4.1-5.el9.aarch64

      How reproducible:

      100%

      Steps to reproduce

      1. Prepare a physical ARM env

      2. Import a running vm like cirros, enter vm details page

      3. Click "Edit"  after CPU, change Mode to "host-model"

There will be no "Changes pending" or hint showing "Changes will take effect after shutting down the VM"

      4. Shutdown the vm, the mode is changed to host-model correctly, but if run the vm , will get an error:

unsupported configuration: CPU mode 'host-model' for aarch64 kvm domain on aarch64 host is not supported by hypervisor

      Expected results

There should be  "Changes pending" or an error showing can not change to host-model for aarch64

      Actual results

      See step 3.
