autoconf-latest package isn't available when migrating from RHEL9 to RHEL10

      When migrating from RHEL 9 to RHEL 10, if a user had autoconf-latest installed but not autoconf, then autoconf may not get installed on the system.

      There is no ideal solution for that, but it may be considered a suitable solution to get autoconf to provide autconf-latest (for specific version) and autoconfXYZ. That way, when the migration occurs, the user will at least have autoconf installed (even if it would be the system version and not the one installed in `/opt/rhel/`.

      What's the user story?

      • The user has installed autoconf-latest, and updated its PATH to add `/opt/rhel/autoconf271/bin`.
      • The user runs un-pathed call to the `autoconf` command.
      • The user migrates from RHEL 9 to RHEL 10, while RHEL 10 doesn't have an autoconf-latest package yet.
