sst_cs_apps has told us that during their package review for RHEL 10, they have noted that they don't need the transfig package anymore, and no longer want to maintain it.

Currently, there are only 2 packages pulling it in (https://tiny.distro.builders/view-srpm--view-c10s-transfig.html):

• cyrus_imapd
• libtheora

The cs_infra_services team is planning to remove the dependency (RHEL-32632), so we probably want to remove the dependency in libtheora too (or prepare for maintaining transfig ourselves).
