      Work on RHEL-31523 showed that we have issues around CFLAGS inheritance. The POWER10 multilib is currently not built correctly. The x86-64-v3 issues we saw should not apply to RHEL 9 because the GCC defaults and the flags are aligned (both are x86-64-v2).
