lpoptions with root writes to ~/.cups/lpoptions

      What were you trying to do that didn't work?

      with lpoption command, options are written to  ~/.cups/lpinfo instead of /etc/cups/lpoption

      Please provide the package NVR for which bug is seen:

      cups-2.3.3-op2-21.el9

      Steps to reproduce

      1.  Add a printer 
        # lpadmin -p test -E -v file:/dev/null
      1. Use lpoption:
      # lpoptions -d test 

      Expected results:

      As per manpage

       When  run by the root user, lpoptions gets and sets default options and
             instances for all users in the  /etc/cups/lpoptions  file.   Otherwise,
             the per-user defaults are managed in the ~/.cups/lpoptions file. 

      Actual results

      • Options written to /root/.cups/lpoptions instead of /etc/cups/printer
