This is the second time I have seen this happening:

One more thing, Fedora 39 is podman 4.9.x. Fedora 40 has the major release update to podman 5, but Fedora 40 is still beta. There was even a podman 5 testing event in Fedora 40: https://lists.fedoraproject.org/archives/list/devel@lists.fedoraproject.org/message/6MSOWGIKVQIWETFNUN6G6TRDZN75UEXR/.

Is it desirable to have podman 5, which introduces breaking changes in CentOS Stream 9?
