Goal
Starting from Win11 the 3 rd party VF may support poll mode as a default mode, then the VF driver may not indicate RX packets and TX completions expecting them to be retrieved by polling threads.
Starting from 2025 - the default mode of netkvm will be poll mode
The goal is to make SRIOV failover compatible with these changes
There are 2 changes in general:
- Protocol service - fix comparison of netkvmp executables
- Driver: disable poll mode in case of failover
Acceptance Criteria
Functionality of failover on 2025 server, Win11-23H2 and Win11-24H2

If the virtio-net device is failover device, the printout "Poll mode tried and enabled" should never appear regardless number of CPUs/queues/registry setting.
