[rebase] rebase sos to 4.7.1 in RHEL8.10

      Description of problem:
      RHEL8.9/8.10 should ship sos rebased to upstream version 4.7.1, likewise 9.3/9.4 should.

      Rationale for the rebase: any backport work will be much easier and "testing distance" between upstream and downstream will be smaller.

      rpm -q sos

      Actual results:
      sos-4.6.* or sos-4.7.0-*
