What were you trying to do that didn't work?
Currently, libcap RPM doesn't include an information about capability.conf,
and pam_cap.so module arguments. So users don't understand what is the meaning of "^", "!" or "@", or "keepcaps", "defer" and so on.
Please provide the package NVR for which bug is seen:
libpcap, any versions shipped as part of RHEL

Manpage does not exist
https://bugzilla.redhat.com/show_bug.cgi?id=2272034 fixes the issue, please include it in upcoming rhel8 and rhel9 minor releases. The fix is going into Fedora40, maybe rhel10 includes the fix directly.
