Problem: 

• Build prewhql-254
• Win11 netkvm.cat file refers netkvmpoll.inf instead of netkvm.inf
• Surprisingly this does not create any problem in driver installation, but seems unnatural, as file netkvmpoll.inf does not exist at all
• Problem exists only in prewhql build, not in attestation-signed drivers (Fedora) and not in certified drivers (RHEL)

Acceptance Criteria

Double-click on Win11 netkvm.cat file - look at "Security catalog" - find entry with INF file and ensure it refers netkvm.inf
