      ipa command is taking longer than expected, named service is not running.

      How reproducible: Always

      Steps to reproduce

      1.  Install IPA Server on RHEL9.4
      2.  Check ipactl status.

      Expected results

      Fix the issue seen.

      Actual results

      named service is not running.

      Trying to run some ipa command is taking longer than expected, in my case was trying to add sudo-rules.
