Provide rteval container in the Redhat Container Catalog [rhel-10.0]

      The project to containerize rteval for the Red Hat Certified Image Catalog aims to serve Red Hat customers’ needs for containerized real-time tools, notably for hardware certification tasks. This involves creating a certified rteval container image, utilizing a Dockerfile sourced from Quay’s rteval image as the upstream source in container development. Through establishing a dist-git for rteval and ensuring the container image passes Red Hat’s certification standards, the rteval container will be accessible in the rhel-9.5 release cycle. This strategic move not only enhances rteval's usability across RHEL versions but also underscores Red Hat's commitment to providing efficient, high-quality tools with minimal latency impact within its ecosystem.

      Reason:

      The creation of a dist-git named “containers/rteval” by the product manager will set in motion the process required to build and test the rteval container image. Upon successful completion and testing, the rteval container image will be made available for download through the Red Hat Certified Image Catalog. This process ensures that rteval is accessible in a containerized form, ready for the rhel-9.5 release cycle, with the container image certified under Red Hat standards. The rteval container's introduction will serve as a foundational step towards enhancing Red Hat's real-time tools' accessibility and functionality in containerized environments, ultimately benefiting Red Hat customers by providing a versatile, efficient tool that maintains minimal latency impact in its operations.
