microcode_ctl in RHEL 10 is older than in RHEL 9

      When upgrading from RHEL 9 to 10, I noticed that microcode_ctl regresses its version:

      # rpm -q --qf '%{nevra}\n' microcode_ctl
      microcode_ctl-4:20230808-2.20231009.1.el9_3.noarch
      # dnf --assumeno --disablerepo=epel distrosync microcode_ctl
