Leapp fails with "Could not check for valid GPG keys"

      What were you trying to do that didn't work?

      Leapp fails with a counter-intuitive message concerning the GPG keys that cannot be checked. We do see it's in fact related to repositories that are not seen thanks to the below error message:

      Details: No UsedTargetRepositories facts

      In both customer cases, it appears the issue was related to overlayfs + xfs, using the below command fixed the issue:

      # export LEAPP_OVL_IMG_FS_EXT4=1

      Please provide the package NVR for which bug is seen:

      leapp-upgrade-el7toel8-0.19.0-1.el7_9.noarch

      How reproducible:

      Unable to reproduce internally.

      Actual results

      Following errors occurred and the upgrade cannot continue:
          1. Actor: missing_gpg_keys_inhibitor
             Message: Could not check for valid GPG keys
      
      Upgrade has been inhibited due to the following problems:
          1. Cannot find required basic RHEL target repositories.
