[RFE] ha_cluster_node_options allows per-node addresses and SBD options to be set

      .Support for new `ha_cluster` system role features

      The `ha_cluster` system role now supports the following features:

      * Configuring utilization attributes for node and primitive resources.

      * Configuring node addresses and SBD options by using the `ha_cluster_node_options` variable. If both `ha_cluster_node_options` and `ha_cluster` variables are defined, their values are merged, with values from `ha_cluster_node_options` having precedence.

      * Configuring access control lists (ACLs).

      * Configuring Pacemaker alerts to take an external action when a cluster event such as node failure or resource starting or stopping occurs.

      * Easy installation of agents for cloud environments by setting the `ha_cluster_install_cloud_agents` variable to `true`.

      Goal

      • Allow node addresses and SBD options to be specified in ha_cluster_node_options variable
      • Previously, this configuration could be specified in ha_cluster variable, which had to be defined for each node separately
      • The new approach allows specifying this configuration in the same way as all other cluster configuration is specified for the role

      Acceptance Criteria

      • The role configures node addresses and SBD as defined in ha_cluster_node_options variable
      • If both ha_cluster_node_options and ha_cluster are defined, ha_cluster_node_options has precedence
