What were you trying to do that didn't work?

Quickly select Swedish as the system language when installing the newest version of Red Hat Enterprise Linux (version 9.3)

Please provide the package NVR for which bug is seen:

anaconda 34.25.3.8-1.e19 for Red Hat Enterprise Linux 9.3

How reproducible:

Always reproducible

Steps to reproduce

1. Launch the installer by booting from the DVD or Boot ISO with a Finnish WAN IP address
2. The issue appears on the first page

Expected results

As in version 9.2 and previous editions, Swedish is quickly selectable from the top of the list of languages.

Actual results

Swedish is not on the top of the list, and you need to scroll down to the bottom of the list and manually look for it.

The version of anaconda in the 9.2 boot ISO where the problem didn't appear was 34.25.2.10-1.el9_2

As an added note, Finland is a bilingual country and Swedish is an official language, so there is no reason for it to all of the sudden not be shown at the top of the list.
