What were you trying to do that didn't work?
Launch a VM in an RHEL10 host, the machine type is virt-rhel9.4.0 currently, fail to launch the VM as 'failed to find romfile "efi-virtio.rom"' because the compat setting is not applied.
I believe this issue will be fixed when RHEl10 has it's own qemu build, but let's track the process here.

Steps to reproduce
- Launch a guest with basic qemu command line
/usr/libexec/qemu-kvm -M virt -cpu host
Expected results
The guest can be launched.
