On X86 and ppc64le information about the cpu and memory configuration (which is needed to create the dump) is passed from the production to the kdump kernel when the kdump kernel is loaded. This information cannot be updated thus for every cpu/memory hotplug event the full kernel + initrd needs to be reloaded which unnecessarily wastes cpu time. There’s ongoing work upstream to avoid a full reload and only update the required bits.
