[virtio-win] Failed to uninstall all virtio drivers in device manager since prewhql-249

      What were you trying to do that didn't work?
      Boot up Win2022 guest, and install viorng, viostor and balloon drivers in device manager inside guest , and then uninstall it, after refreshing device manager, the drivers came back and the version still were 249

      How reproducible:
      100%

      Steps to reproduce
      1. boot up win2022/win11 guest
      2. install all virtio drivers
      3. uninstall them in device manager
      4. refresh device manager

      Expected results
      Drivers were uninstalled

      Actual results
      Failed to uninstall all drivers except balloon.

      Other info:
