glibc: Fix GNU2 TLS descriptor ABI on x86-64

      We need to backport the commits fixing this upstream commit:

      • Bug 31372 - _dl_tlsdesc_dynamic doesn't preserve all caller-saved registers

      It is required for ABI compatibility with GCC and a blocker of RHEL-25031.

      There is an aspect of APX enablement to this as well.
