Our machine type policy is to keep machine types from the immediately previous RHEL major release, but mark them as deprecated. This is an indication that they are fine to use as a means to live migrate VMs from RHEL-(N-1) to RHEL-N, but that they should not be used for newly deployed VMs that need to be able to further live migrate to RHEL-N+1

Thus in RHEL-10, we should be deprecating all RHEL-9 vintage machine types.
