We have to rebuild the Flatpak runtime module (https://errata.devel.redhat.com/advisory/127480) again for 9.4.0 as openssl-fips-provider started to be pulled in, but because the Flatpak module is not up to date, then the flatpak-runtime-container and flatpak-sdk-containers fail to rebuild as reported in https://issues.redhat.com/browse/OSCI-6376.

This is being reported against flatpak-runtime-container because we intentionally don't have any component created for flatpak-runtime module because it's not shipped to customers and it's just an intermediate deliverable so we are able to build flatpak-runtime-container and flatpak-sdk-container which are shipped to customers.

In the past we've used a RHELPLAN ticket to commit into dist-git, but that's not possible anymore with the current dist-git checking policy.
