      LLVM is being updated to version 18, so rust needs to be rebuilt against the LLVM 18 libraries.

            Verified that rust-1.79.0-1.el9 was built in all archs using llvm-18 packages. Also verified that the rpm "Requires:" lists libLLVM-18.1.so instead libLLVM-17.so.
