Goal

• wget2 is being introduced in Fedora 40 and could be used in CentOS Stream 10 to replace wget

Acceptance Criteria

• wget2 is introduced as the default /usr/bin/wget in CS10
• Backwards compatibility issues from wget to wget2 are documented, see https://gitlab.com/gnuwget/wget2/-/wikis/Home#different-behavior-of-wget2

Most notably, FTP support is absent in wget2 (compared to wget).
