When a pop-up notification is present on the desktop, like the "System not Registered" one, you are unable to move the desktop icons while using a classic session. 

Please provide the package NVR for which bug is seen: gnome-shell-40.10-17.el9.x86_64

Steps to reproduce:

1. Log into classic session without any repos/subscriptions.
2. Wait for the "System not Registered" pop-up notification.
3. Try to move the desktop icons. 

Expected results:

Desktop icons can be moved regardless of notification statuses.

Actual results:

All notifications prevent desktop icon movement.
