Goal

As RHEL for Edge user, we need support to build ostree based images and export directly into vhd to be used with Azure Cloud.

Acceptance Criteria

Similar as support for Amazon AMI systems, provide `edge-vhd`output type for composer-cli / osbuilders https://access.redhat.com/documentation/en-us/red_hat_enterprise_linux/9/html-single/composing_installing_and_managing_rhel_for_edge_images/index#creating-rhel-for-edge-ami-images_composing-installing-managing-rhel-for-edge-images
