The UBI-based toolbox image has some differences with the registry.fedoraproject.org/fedora-toolbox images:

• bc is missing from the toolbox image and should be added - it's a user-visible change
• jansson is an unused shared library and should be removed
• many libraries and implementation details are explicitly required instead of letting them be pulled in through RPM dependencies
• would be good to explicitly require cracklib-dicts to avoid losing it by accident

Other than user-visible changes, keeping the differences between the toolbox and fedora-toolbox images low really helps with maintenance and prevents bugs from creeping in.
