      Issue:
          Application windows open behind currently existing windows instead of opening in front.
      Affected Components:
          Red Hat Enterprise Linux 8.8
          mutter-3.32.2-70.el8_8.x86_64
      How reproducible:
          Intermittent.
      Reproduction Steps:
          1)Open two applications (for example, gedit and gnome-terminal) and have them overlap in some capacity
          2)In one application, open additional windows (for example, profile preferences or about-app window).
          3)Intermittently, these newly opened windows will appear behind all the windows that overlap it.
          Addt)When mutter debugging is enabled, the same behavior occurs, though clicking on the background before the new window opens will cause the screen to refresh/update, resulting in the windows having the correct order.

      Expected Results:
          New windows open and are drawn on top of currently existing windows.
      Actual Results:
          New windows open and are  intermittently drawn behind all currently existing windows.
