MariaDB 10.11 need to *require* mysql-selinux >= 1.0.10

      CAUSE:
      I prepared the mysql-selinux 1.0.10, which is required for MariaDB >= 10.6, however I forgot to strengthen the RPM requirement in the SPECfile of MariaDB 10.11.

      EFFECT:
      This can potentially lead to a situation, where the customer would install the new MariaDB 10.11 stream, but won't update the existing mysql-selinux package to the required version, and thus might experience some SELinux issues.

      WORKAROUND:
      Until fixed, customer has to satisfy this requirement manually (verify by hand that the mysql-selinux >= 1.0.10 is installed), instead of getting that handled by DNF.
