Steps to Reproduce:
1. configure virt-who and keep it running
2. check after few days

I was able to finally reproduce this on my satellite after about 6 days of virt-who running every 2 hours. We can see here in my rhsm.log we have queue up report then send off and repeat until today when it just stops sending the report but queues it up. This was working fine until we hit today or 6 days.

I am sure it will fire off with a restart of the services, but this is not expected behavior.
