Wrong/broken symlinks in blas and lapack

      The symlink pattern:

      /lib64/libblas.so.3 -> libblas64.so.3.9.0
      /lib64/liblapack.so.3 -> liblapack64.so.3.9.0

      should have been fixed in lapack-3.9.1 based on comments at Wrong symlink in the blas package.

      While the idea is to keep the broken links to avoid possible issues with users relying on it, there are also users that are "fixing" the links manually.
      Updating to lapack-3.9.1 should correct the problem.
