[RFE] Support MACSec offload in Nmstate

      Given a system administrator configures MACSec offload using Nmstate on a system with NetworkManager and a NIC supporting MACSec offload,

      When Nmstate applies the configuration,

      Then the system should successfully activate MACSec offload by directing NetworkManager to interact with wpa_supplicant and apply the necessary settings.

      Definition of Done:

      • The implementation meets the acceptance criteria
      • Unit test and integration test are written and pass
      • The fix is part of a downstream build attached to an errata
      • The initial text for this enhancement in the feature-reason-result format (More details here)

      This ticket tracks the support for MACSec offload in Nmstate. Nmstate should include a new section to configure MACSec offload settings and translate this into NM settings. 

      This RFE depends on RHEL-24337 and is also targeted for a RHEL-9.4 Tech Preview.
