Thunderbird pulls in Python 3.11 to RHEL 10

      In https://src.fedoraproject.org/rpms/thunderbird/c/3bbad3dba90d5c2e7ae706344d5afb56458e6c7b?branch=rawhide and some followup commits, thunderbird started to use Python 3.11 to build in Fedora.

      That means python3.11 is pulled into ELN and hence RHEL 10. Please get rid of the dependency before RHEL 10 forks from Fedora. Thanks
