[RHEL8][CPU][s390x] CPU topology didn't show up with "cat /proc/cpuinfo" as expected

      What were you trying to do that didn't work?

      Try to get CPU topology info in RHEL9 host and RHEL8 guest by the command of "cat /proc/cpuinfo

      Please provide the package NVR for which bug is seen:

      qemu version: qemu-kvm-8.2.0-2.el9.s390x

      kernel version: kernel-5.14.0-404.el9.s390x

      guest kernel version: kernel-4.18.0-537.el8.s390x

      libvirt version: libvirt-9.10.0-1.el9.s390x

      Steps to reproduce

      1. boot up RHEL8 guest with ctop=on(default value) in RHEL9 host with CPU topology supported
      2. check the CPU topology info by "cat /proc/cpuinfo"
