Use .README.html in spec instead of generating it

      Currently, README.html is being generated in RPM spec, making it inconsistent because RHEL 8 and 9 have different conversion tools available. We must  use .README.html available in repos instead. This may include updating role2collection script to replace roles strings to collection ones in README.html in addition to replacing strings in README.md.

      Acceptance Criteria

      1. RPM spec for rhel-system-roles and ansible-collection-microsoft-sql does not generate README html, instead it uses .README.html from the role.
      2. A general-meta test cloned from rhel-system-roles and hacked to work for ansible-collection-microsoft-sql is added to gating to check README and run other general meta tests.
