Goal
- Provide a command-line interface that pcs can use to get parseable, OCF-like metadata for Pacemaker options cluster options, primitive resource meta-attributes, and special fencing resource parameters that aren't defined by the CIB schema
Acceptance Criteria

- Verify that metadata can be generated for cluster options: crm_attribute --list-options cluster
- Verify that metadata can be generated for primitive resource meta-attributes: crm_resource --list-options primitive
