What were you trying to do that didn't work?

Installed a cluster on latest 4.15 prod build with 3 masters on RHCOS and 2 workers on RHEL 8.9 

NS IPsec is not functional on RHEL due to https://issues.redhat.com/browse/OCPBUGS-28676

and also missing required RPMs to test IPSec config via mstate

Please provide the package NVR for which bug is seen:
