We want to include complete (managed) debug symbols for the .NET 8 SDK, Runtime and ASP.NET Core.

We want to do this without significantly bloating the .NET SDK size, especially since the symbols are only needed in limited scenarios.

We should package the symbols into separate -dbg packages, as suggested by upstream: https://learn.microsoft.com/en-us/dotnet/core/distribution-packaging#debug-packages
